Shaping the Preventive Social Support Landscape of Alberta

Family and Community Support Services (FCSS) is a partnership between the Government of Alberta and local municipalities or Métis Settlements. Together, they fund and support programs that strengthen individuals, families and communities through prevention.

FCSS programs are designed locally. They focus on early intervention, community involvement and long-term well-being. The province provides a set grant and provide 80% of the funding, then municipalities contribute the other 20% of the funding. This shared investment encourages innovation and local leadership. 

FCSS is built on a belief in self-help, volunteerism and community-driven solutions. It empowers people to take part in shaping the services that affect their lives. Programs are designed to:

  • Encourage citizen participation
  • Support healthy lifestyles and habits
  • Build resilience and coping skills
  • Strengthen relationships and social connections
  • Promote independence and self-worth

This approach helps communities grow stronger without creating dependency. It’s about building capacity—not just solving problems.

FCSS funding is available to municipalities and Métis Settlements across Alberta. Over 99% of Albertans live in communities served by FCSS programs. Each community decides how to use its funding to meet local needs, within the guidelines of the FCSS Act and Regulation.

FCSS programs offer preventive social services that focus on early support. These services help people:

  • Develop coping skills and resist crisis
  • Build awareness of social needs
  • Strengthen interpersonal and group relationships
  • Take responsibility for decisions and actions
  • Stay active and engaged in their communities

Programs may include parenting workshops, youth mentorship, senior support, volunteer coordination, and more. The goal is to improve quality of life today—and build resilience for tomorrow.

The FCSS Accountability Framework helps define what prevention means in practice. It outlines key provincial priorities and provides tools to measure outcomes. This framework ensures that programs are effective, responsive and aligned with Alberta’s social goals.

The Family and Community Support Services (FCSS) Act and Family and Community Support Services Regulation provide the legal foundation for the provincial-municipal partnership. They guide how funding is used and ensure that services are preventive, inclusive, and community-focused.
